About the County Clerk

The County Clerk serves as the record keeper for the County as providing Accounts Payable and Payroll functions for all County Officers and departments. The County Clerk helps to ensure that public tax dollars are being spent appropriately and works hand in hand with all County departments to provide checks and balances.  

The County Clerk issues and maintains all payroll records, issues payroll checks and reports all taxes, insurances and retirement needs for all Major County employees. 

The County Clerk provides support to the Annual Budget process such as receiving and compiling the budgets submitted by all County Officers, Cities/Towns, School Districts, Tech Centers, Health Department and EMS. The County Clerk then presents the budget to the Board of County Commissioners and the County Excise Board before delivering the budgets to the Oklahoma State Auditors. The Clerk works with the Office of State Auditors and Inspector for oversight and guidance.

The County Clerk is the Secretary for several boards including: Board of County Commissioners, Equalization Board, Excise Board, Tax Roll Correction Board, 911 Management Committee, Major County Public Facilities Authority and Major County Educational Facilities.

Duties for the boards are: Attend all scheduled meetings, prepare and post agenda as well as keeping minutes and maintaining proceedings.

The County Clerk is the recorder and custodian of Land Records. The Land Records Department maintains an accurate and current record of all legal instruments pertaining to land including deeds, mortgages, plat maps, oil and gas leases, liens, military discharge papers, numerous miscellaneous documents and maintains all of the old school records.  Our office will file all Military Discharge papers as a free service to you.
